Is Arrow on Netflix?
No. On 27 September 2026 Arrow was on Netflix in none of the 16 markets we checked: US, UK, Netherlands, Germany, France, Spain, Italy, Poland, Turkey, South Africa, Canada, Australia, India, Brazil, Mexico, Japan. Netflix runs in more than 190 countries, so it may survive somewhere we did not look. In those 16 it does not.
Most articles give one removal date. There were two, over two years apart: internationally in October 2023, and Netflix US on 18 December 2025. Quote the American date as a global one and you are two years behind for a British or Dutch reader.

The removal was two events, not one
What's on Netflix reports that Arrow left every international Netflix region in October 2023. The only firm date is Australia, 16 October 2023. That is one specialist publisher, with no country by country confirmation, so treat the month as reported rather than proven.
The US kept the series two more years and lost it on 18 December 2025. The cause was contractual. The old CW output deal gave Netflix each season shortly after its finale plus five years, with six extra months for CW titles. Season 8 was added to Netflix on 5 February 2020, so five years plus six months falls in August 2025, four months before the series actually left. The window explains the rough timing, not the exact date, so treat 18 December 2025 as the reported removal date rather than the output of a calculation. Sources differ on whether 18 December was the removal day or the last day to watch. What's on Netflix writes that all eight seasons were removed on 18 December 2025, while other write-ups told readers they had until 18 December to finish, so the last watchable day was either 17 or 18 December.
The Arrowverse is not where Arrow is
"The Arrowverse is on Netflix" is still half true in the US. Black Lightning left Netflix US on 1 September 2026. Supergirl is announced for 15 December 2026, Legends of Tomorrow for September 2027, The Flash for 2028: announced, not in effect, all US dates. Crisis on Infinite Earths runs through Arrow's eighth season, so the crossover now takes several services.

HBO Max carries Arrow in only four of the sixteen markets we checked: Australia, Brazil, Mexico and, through U-NEXT, Japan. HBO Max also runs in the US, the UK, the Netherlands, Germany and Italy, and Arrow is on Prime Video or ITVX in those markets instead, so Warner Bros. Discovery is licensing the series out rather than holding it for its own service. The US goes furthest: the free home is Pluto TV, which belongs to Paramount, the company trying to buy Warner Bros. Three other things called Arrow
ARROW, or Arrow Player, is a separate paid genre service from Arrow Films, launched in 2021 and available in the US, Canada, the UK and Ireland. VPN sites publish guides about that one under nearly the same title. There is also the ITV series Arrows, 1976 to 1977, and the Canadian miniseries The Arrow. No Green Arrow project is confirmed for James Gunn's DCU.
Buying the series versus subscribing
The US listing shows $159.92 at Amazon Video and Fandango At Home, $184.92 at Google Play and $199.92 at the Apple TV Store. $159.92 is exactly eight times $19.99, which makes it the sum of eight separate season purchases rather than a listed price for the complete series. Stores usually price a complete-series bundle below the sum of its seasons, so treat these four figures as a ceiling and check the bundle price in the store. The same 170 episodes are free with ads on Pluto TV. In the Netherlands, Prime Video sits inside the 4.99 euro a month Prime subscription. All 170 episodes run to roughly 120 hours, so finishing in one month costs 4.99 euros at about four hours a day, and two months costs 9.98 euros at about two hours a day.
What we could not verify
JustWatch returned HTTP 429, so every country check ran through TMDB pages that display JustWatch data. Same source, second hand. And we checked 16 markets, not 190.
Pluto TV blocked our IP, so that claim rests on the listing and trade press, not the product.
HBO Max sets region by IP, so Australia, Brazil, Mexico and Japan rest on the listing alone, with no dated announcement. Same for JioHotstar in India.
Only Germany has a dated Prime Video source. Elsewhere the listing says subscription, with no date and no proof it is basic Prime rather than a paid channel.
No end date exists for the Pluto TV or Prime Video windows. Licences, not ownership.
Ownership may move. Paramount Skydance agreed on 27 February 2026 to buy Warner Bros. Discovery at $31 a share, about $110.9
billion including debt. Twelve state attorneys general and the Writers Guild sued, a judge granted a temporary restraining order on 20 July 2026, and on 24 July the parties agreed not to close until five days after a ruling on the merits or 1 June 2027, whichever came first. Paramount settled with the states on 21 September 2026 under a proposed five-year consent decree, which the judge has not yet approved and on which she has set a further hearing. It had not closed on 27 September.
What a VPN does and does not do here
A VPN changes the network location your connection appears to come from. It does not change your billing region, and it does not add a title to a plan that never carried it. The usual framing, switch country and watch it on Netflix there, fails here: no Netflix library we checked has Arrow in it.

In some markets. Pluto TV in the US and Prime Video in Germany both list all eight seasons, 170 episodes. Other listings give no season count, so check first.
Is Arrow on HBO Max?
Depends on the country. It is listed on HBO Max in Australia, Brazil and Mexico, and as HBO Max on U-NEXT in Japan. Not on HBO Max in the US, even though Warner Bros. Discovery owns both the show and the service.
